SRA CONSTRUCTION IN MUMBAI REGION

KNOW ABOUT SRA IN MUMBAI REGION

 Mumbai, India’s financial capital, is also home to one of the largest slum populations in the world. To address this challenge, the Slum Rehabilitation Authority (SRA) was established with the mission to provide dignified housing to slum dwellers while redeveloping prime urban land and enabling private developers through incentives like extra Floor Space Index (FSI), often via Transferable Development Rights (TDR). 


Who Is Eligible?

  • Only slum residents dating before 2011 are eligible for redevelopment.
  • Redevelopment begins only if at least 50% of slum dwellers provide written consent to form a cooperative society and proceed.


Redevelopment Process

1. Project Initiation: Developers coordinate with the slum-dwellers' cooperative society.

2. Temporary Relocation: Slum dwellers are moved to transit housing or given rent until new buildings are completed.

3. Construction 

  • Free rehabilitation flats are built (usually - 300 sq ft carpet area—this was increased from a previous 180 sq ft cap)
  • Saleable units are constructed on the remaining land to offset cost

4. Allotment: Once complete, eligible slum dwellers receive flats—often with ownership or possession letters. 


 Lock-in Period

  • Originally 10-year lock-in before beneficiaries could sell their flat.
  • More recently, this was reduced to 5 years.
     

Transfer Fees

Post-lock-in, sellers must pay a “transaction fee” to the government—either ₹50,000 (recent cap) or up to stamp duty—whichever is higher. It was earlier Rupees One Lakh.
 

Buyer Restrictions

  • Buyers must hold a Maharashtra domicile certificate and must not own any other property within BMC limits.
  • Previously restricted to EWS, LIG, or MIG categories, but newer policies may have broadened eligibility.
     

Transfer Procedure

Requires NOCs from SRA and the housing society, registering the sale deed, paying stamp duty/transfer fee, and submission of documents to SRA for approval.

UPDATES & IMPACTS

Recent Legal & Policy Updates


  • The Mah. Gov. has amended the Slum Areas Act to allow the SRA to recover unpaid transit rent by attaching property of developers or even personal assets of directors/partners. Arrears are treated as land revenue, giving SRA stronger legal tools. 
  • Consent window for dissenting slum dwellers was reduced from 120 to 60 days—otherwise they risk exclusion.
  • Implementation of tech reforms like drone and biometric surveys, e-office, fast-tracked approvals, and amnesty/JV schemes to accelerate project timelines. SRA is targeting over Five lakh new homes by 2030, more than doubling its past output.
